Irresponsible dog owner

This girl foster dogs in a 2 bed 1 bath condo, we are not suposed to have more than 2 small size dogs and look at this video, this girl kept on walking right after one if her smaller dogs was running arround with no leash, at that moment i had my dog out potty just outside my condo wich is 2 units away from her place, just when i realized the dog was coming for lulu i look back it was too late they were fighting already i couldnt do much just separate them and thats when lulu got bitted really bad( see next video) when trying to push the other dog away thats when he got me too...Its been almost 2 months and she stil has the dogs, there is more people walking arround prohibited breeds of dogs in the area..just across the manager office there is a big dog i just saw a couple days ago running loose no leash and the onwer struggling to get him.??‍♂️..my doggie is good now, i paid lots of money but she is fine now..that girl never apolagized or even offer to pay some of the bills..no like i need it buts just out of fucking courtesy.
