Irresponsible Dog Owner #1

Here's a typical dog encounter in Mendon Ponds Park - a public county park Mendon, NY. In this case the dogs were leashed, but as you can see, that doesn't reduce the danger in this case. The owner still has no control and could obviously care less. And her clueless friend seemed to think it was funny. Our horses are great about it - but why should they have to be harassed like this? And imagine the wreck if that flexi lead had gotten caught in the horse's rear legs! Plus one kick and either of these little dogs would be toast. My plan is continue to document and share these encounters so they are on record. I encourage others to do the same. I'm so sick of having to deal with irresponsible dog owners. ?
