Entire Appalachian communities were wiped away as record floodwaters swept through eastern Kentucky this week. Gov. Andy Beshear says at least 16 people have died, and he expects that number to rise as search and rescue operations continue. Beshear says children were among the victims. The hardest hit areas of Kentucky received between 8 and 10 1/2 inches or rain over a 48-hour period ending Thursday. The Kentucky River crested six feet above its previous record.
