Active shooter at Texas elementary school leaves '14 students, 1 teacher dead and gunman killed

PRESIDENT Joe Biden has delivered an emotional speech after 18 children and a teacher at a Texas elementary school were killed.

The President said during his address that there have been 900 "incidents" on school grounds since the Sandy Hook shooting in 2012.

"I am sick and tired of it. We have to act. And don't tell me we can't have an impact on this carnage," he said.

"What struck me is that these kinds of mass shootings rarely happen anywhere else in the world. Why?"

18-year-old Salvador Ramos opened fire at Robb Elementary on Tuesday, according to local officials.

Vice President Kamala Harris made remarks earlier and addressed the people of the small Texas town directly.

“To the people of Uvalde, please know that this is a room full of leaders who grieve with you. We are praying for you and we stand with you.”

Governor Greg Abbott said earlier that Ramos, a Uvalde resident, abandoned his vehicle and entered the school at around noon.

Abbott also confirmed that Ramos died, citing preliminary reports saying that Ramos was killed by responding officers.
